As a privileged expert interlocutor of the public authorities, ALLICE was commissioned by the DGE (Directorate-General for Enterprise) to carry out a study on the energy saving certificates scheme (French white certificates). A public summary has been produced based on the full study, in order to share its main lessons with as many people as possible.

The French white certificates scheme, a pioneering lever for achieving the carbon neutrality targets in 2022

Since its introduction in 2006, the French white certificates scheme has become an essential instrument of French policy for controlling energy demand. It encourages and supervises the carrying out of work to optimise energy consumption in the residential, tertiary, agricultural, industrial, transport and network sectors. In the context of the national objectives of carbon neutrality by 2050, the French White Certificates scheme appears to be a pioneering lever that has proven its worth in contributing to the massification of actions throughout the territory.

However, the world of French white certificates is characterised by its own rules, a complex ecosystem and regular developments that can be intimidating for the novice. This phenomenon is reinforced in the industrial sector, for which specific arrangements have been created.

The ALLICE public summary: An educational document to provide an overview of the French white certificate scheme

In this context, the summary aims to provide an overview of the French White Certificates scheme and to shed light on its various mechanisms, with industrial players as the target audience. It is suitable both for understanding how French White Certificates work and for those who wish to deepen their knowledge on certain specific points.

The document therefore includes:

  • A presentation of the founding principles of the scheme,
  • A summary of its history and major developments
  • A detailed explanation of its three main mechanisms: standardised operations, specific operations and programmes.
  • Points of clarification on the particularities of the system: compliance checks, French white certificates accounting, the cyclical functioning of obligation periods
It also includes educational documents such as a glossary to better understand the French white certificates vocabulary and the roles of the stakeholders, as well as additional resources for further reading.
